In Pennsylvania, animal cruelty laws are usually enforced by Humane Society Police Officers. Many SPCA's and other animal welfare organizations employ HSPOs.
The Pennsylvania SPCA has humane society police officers (HSPOs) sworn in to perform work in several counties across the state (Philadelphia, Potter, Tioga, Susquehanna, Lycoming, Montour, Centre, Monroe and suburban Philadelphia counties). Please call 1-866-601-SPCA to file a confidential animal cruelty, abuse and/or neglect report.
Other agencies, including animal rescues, also employ HSPOs. You can click HERE to be directed to the Federated Humane Societies of Pennsylvania' organization locator. Find the county on the PA map where the cruelty is occurring and click on it. Call the organizations listed in that county (and possibly neighboring counties) to determine which one has jurisdiction.

Pennsylvania State Police (State Troopers) can also enforce animal cruelty laws. Find a State Police troop near you HERE on the official website.
